1. Overview
The GAG pooling view allows you to redistribute funding between two establishments that jointly receive funding. Because both establishments are entitled to only one base grant, this must be divided between them. You do this by creating a new establishment, linking the two establishments to it, and setting up distribution keys to determine how the funding is split.
2. Purpose
The purpose of this view is to correctly redistribute the base grant between two establishments that together receive a single combined funding allocation. This prevents funding from being calculated incorrectly for one or more establishments in Anago.
3. Key elements
- A new establishment with the "Establishment" checkbox enabled and the education type for funding filled in
- The Authorisation tab, where you authorise yourself for the new establishment
- Distribution keys — manual or automatic — that determine how the base grant is divided
- The Enter distribution keys tab, where you enter the proportions
- The final tab, where you link funding facts to the relevant distribution key
- The Funding Analysis view, where you can review the results after recalculating
4. Creating distribution keys
Before you can redistribute funding, you first need to set up a new establishment and create distribution keys. Follow the steps below.
Setting up the new establishment
- Create a new establishment in Anago.
- Link the two relevant establishments to this new establishment.
- Enable the "Establishment" checkbox on the new establishment.
- Fill in the education type for funding.

Important: after creating the new establishment, make sure you authorise yourself for it on the Authorisation tab.
Creating distribution keys
In the GAG Pooling view, you create the distribution keys that determine how the base grant is divided. There are two types:
- Manual distribution key — you enter the proportions yourself
- Automatic distribution key — the proportion is calculated automatically based on a reporting fact
Note: for a main site and a branch site, you must create separate distribution keys.

5. Entering distribution keys
If you have created a manual distribution key, go to the Enter distribution keys tab to enter the proportions. You can enter the distribution in the form of:
- An equal split
- Pupil numbers
- FTEs
- Percentages

Please note: when the annual transition takes place, the distribution key entries are automatically copied from the last visible school/calendar year to the new school/calendar year added during the transition.
6. Linking funding facts
On the final tab, you indicate which funding facts should be redistributed and which distribution key applies to each. Do this by ticking the SUM checkbox and selecting the relevant distribution key. For primary education (PO), the view will look something like this:

Please note: the new funding facts, the funding facts for the transitional arrangement, and the transitional arrangements themselves must also be linked.
Funding for small schools must always be redistributed, otherwise this funding may be calculated incorrectly for one or more establishments in Anago. By redistributing, the system looks at the total number of pupils across both sites.
7. Calculating and reviewing results
Once you have set up the distribution keys and linked the funding facts, recalculate the funding to see the result.

After recalculating, the base grant is calculated only once for the relevant establishments and redistributed according to your distribution key. You can review this in the Funding Analysis view on the Funding tab. Select the new establishment you created. You will now see the total funding amounts received and how they have been divided between the establishments.

8. Prerequisites
- A new establishment has been created with the "Esthablishment" checkbox enabled and the education type for funding filled in
- The two relevant establishments are linked to the new establishment
- You have authorised yourself for the new establishment on the Authorisation tab
- At least one distribution key has been created
- The GAG Pooling is filled in
9. Errors
Funding is calculated incorrectly for one or more establishments
→ Make sure the funding facts for small schools are linked to a distribution key. Without redistribution, Anago calculates the funding separately for each establishment, which may lead to incorrect amounts.
The new establishment is not visible or accessible
→ Check whether you have authorised yourself for the new establishment on the Authorisation tab.
10. FAQ
Do I always need to redistribute funding for small schools?
Yes. If you do not redistribute, Anago may calculate this funding incorrectly for one or more establishments, because the system then looks at each establishment's pupil numbers separately rather than the combined total.
Can I use different proportions for different funding facts?
Yes. You can create multiple distribution keys and link each funding fact to the appropriate key.
Do I need to re-enter the distribution key proportions every year?
No. During the annual transition, the entries are automatically copied to the new school/calendar year.
Do I need a separate distribution key for a main site and a branch site?
Yes. You must create separate distribution keys for a main site and a branch site.
